Is this really GDPR-compliant? No consent banner needed?

What's the difference between "engagement score" and CTR?

CTR measures one binary action (click). Engagement rate is a composite signal of interaction events. A banner with a 0.2% CTR but high engagement rate is performing very differently from one with 0.2% CTR and very low engagement rate. Only the engagement rate tells you which one people actually noticed.
